WATER is the ultimate movie in Mehta's trilogy, follows by FIRE (1996) and EARTH (1998).
Before the independence in India, the film sets in the background of Mahatma Gandhi's increasing power, eight-year old bride Chuyia comes to know of her husband's loss. Chuyia came back abruptly to her previous home, and is ordered to live at "the widows' house," in the sacred city of Banaras. At this time she comes across some aged women, like the chief of the residence, Madhumati; a calm and positive woman, Shakuntala; and an elegant youth, Kalyani.

Inspired by Chuyia, Kalyani negates the custom and falls in love with a follower of Gandhi’s idealist, Narayan. After that Kalyani identifies Narayan’s house, as the same house where she had been compelled to come as a "prostitute,” being with Narayan's father. This particular situation leaves Kalyani into doubts and dilemma.

So here is a crystal clear picture of the widows of the pre-independence India, and Deepa Mehta rightly projects the exact situation they have to face. So from this point of view this movie must have some corrective measures.
